Is this $4.9B leak correction program a part of the K- Factor program

The Prime Minister recently announced that launch of a $J 4.9B project to address the massive NRW being experienced by the NWC. The question I would like to ask, does this form part of the K-Factor program that was launched in 2013 by the Minister of Water, Bobby Pickersgill ?

NWC spending $4.9 billion to plug leaks – Jamaica Observer, badly written report

If ever there was a great disconnect between the headlines and the actual story, its the above headline taken from today’s Jamaica Observer, which I take an issue with.

What is written in the story has absolutely no relation to the headline and is very misleading, which is I was a bit cautious before I made by comments.

The JIS has a much better report and provides a better picture of what really is being targeted and I will comment on that later.
