Do all members of the PNP think alike, the CCJ debate

I hear the ruling party saying that the JLP need to vote with their conciences yet the are urging one senator to side with the ruling party.

Why is it that all the PNP senators can be one mind, one thinking and arrive at once common position, but on the JLP side this cannot be the case.

Is the PNP saying they do not posses the capacity to think outside that of a comrade ie collective thinking, but that capacity exist within the ranks of the JLP?

Is the PNP really saying to us the cannot be independent thinkers, but the JLP can?
