Not the Britons idea to exclude media from David Cameron’s visit, so whose idea was it ?

The GOJ had told us that it was a request from the British folks to exclude the media from asking questions of the British Prime Minister. Now we are hearing the British High Commission suggesting it was not their idea.

So whose idea was it?
