The minister bats on the behalf of the embattled entity despite the loud noise from civil society to ditch the entity.
An international body rejects the entity on the basis that their inclusion does not pass on the corruption perception index .
The Minister then proposes to get the services of a local body to lobby the international body on his behalf. ( OCG to lobby IDB vs Manatt Phelps and Phillips to lobby USA State Dept)
The Minister is rejected and proposes to himself lobby the IDB to support the entity.
The decision making body of the party in power throws its full support behind the Minister.
The Minister next proposes to assist the embattled entity in getting financial assistance.

Phillip Paulwell has said to EWI that it must come forward with the performance bond and financing plan or risk being discarded from the project.
Phillip Paulwell at the same time is proposing assisting EWI with financing for the said project !
What am I missing here.
