Was it Phillip Paulwell who amended the license document or EWI ?

Having read a document outlining a conflict between Pacific Energy Limited and Energy World International, I am now beginning to wonder if it was actually the energy minister who modified the document sent to him by the OUR, or that was done by Energy World International EWI and then sent back to the minister to be signed.

This is not meant to get Paulwell off the hook, instead it is meant to raise the question in terms of the competence of the Energy Minister in this 381 MW project .

The document bidders document as prepared by Energy World International Limited and contested by Pacific Energy Limited , sought to give EWI significant advantage in that case and this is strikingly similar to the amended document that Phillip Paulwell signed and delivered to Energy World International.

So was it EWI that modified the document and then sent it to Phillip Paulwell to be signed ?

I don’t believe we will ever get an answer to this question, but its worth placing it in the public’s domain.
