What is driving the energy minister to take, what appears to be seemingly unnecessary risk as it relates to this 381MW plant?
What would have driven the minister to gut the OUR license to give EWI one, where most of the safeguards for Jamaica have been removed ?
What would motivate a Minister to try and get the OCG to reverse a position that he has stated on at least two occasions ?
What is the motivation behind the ministers action to get the plant on the ground regardless ?
Is the minister driven by sheer patriotism and a desire to help manufactures access electricity and make Jamaica more competitive?

Phillip Paulwell is driven by the prospects of becoming party leader and ultimately Prime Minister of Jamaica. The current Prime Minister is likely to leave office in 2016 and Phillip Paulwell wants to ensure he at the head of the line.
If Phillip Paulwell is able to get the plant on the ground and operational ahead of the 2016 General election and manages to get electricity cost down, this would be a game changing achievement, which would put him ahead of the rest. He does not want to use his close ties to the PM as the reason for his elevation, instead his political life is DEPENDENT on a power plant on the ground that can deliver energy at US$0.18 – $0.20 per kWh.
That desire for the highest office is so strong, it causing desperate actions to be taken, which could have long-term impact for the future of the country, but who gives a damn, we will fix that problem when it arises.
Phillip Paulwell is about to use this power plant as his ticket to the highest office in Jamaica and NOTHING is going to get in his way and I mean NOTHING .
