Commonsenseja would like to know the reason for the delay in the Energy Minister approving the license to EWI as recommended by the OUR.
Once the Minister approves the license , EWI has 10 days to pay over US$37M to the OUR as a performance bond or risk losing the US$7M BID bond it pay late year.
Is the Energy Minister delay, designed to grant EWI additional time to secure the bond as well as work on their financing and fuel supply for the plant ?
Commonsenseja must ask these questions given the Minster stridency on the Garfield Burford produced program where he said “ I will sign this license, the day, the hour, the minute or the second the OUR recommends that a license be issued”.
The Minister must be held accountable, he should not be allowed to “run off him mouth” and then not held to book for what he says.
If indeed the minister is playing the delay game to facilitate EWI, then he must be ” called out” for his continued interference in this most critical project.

Coincident or what, given the day I wrote this article is the day the minister approved an “amended” license for EWI
Energy Minister Phillip Paulwell in a release Tuesday afternoon noted that the licence, which was finalised and issued on April 4, 2014, was amended and restated on April 14, “to provide for some negotiated changes as well as to include a draft Implementation Agreement between the Government of Jamaica and EWI, outlining the commitments of both parties to employ best efforts to ensure the success of this very important project”.
