Has NEPA requested an EIA on the EWI proposed LNG storage and Power Plant site ?

Following the Gleaner article regarding a change in the scope of the 360MW Project and yesterday’s Sunday Observer article ( April 13, 2014), it appears that EWI will in fact be building its LNG storage and Power Generation Facility in the Cane River area of Bull Bay St Thomas.

This would require an Environmental Impact Assessment to be carried out given the shift from the original plans and location to this newly proposed site.

The obvious question therefore becomes, has this been done, is it in the process . For this to be done under the GOJ procurement guidelines a RFP or a Request For Proposal would need to be prepared and published in the public domain ie the media and I cannot recall seeing anything of the sorts.

EWI cannot start any construction work before the EIA is done, so it would be interesting to see how the OUR deals with this since EWI a fixed period between when they hand over the US$37M and when the construction should commence.
