Phillip Paulwell is willing to place his reputation on the line for the EWI 360MW power plant

In an interview last week Wednesday on CVM TV, the Jamaican Energy Minister, Phillip Paulwell says, he will place his reputation ( smile) on the line in relation to the awarding of a contract to EWI to build a 434 MW ( 360 MW Project) plant here in Jamaica. The minister was adamant that he will approve the license to EWI to start the construction process as he sees nothing in the due diligence recently performed by the OUR to determine the suitability of the firm ( EWI) to build the power plant.

Now the watchdog group the  (Energy Monitoring Committee or EMC) appointed by this administration to oversee this implementation   of the project has expressed some concerns based on what they have seen and is recommending that more work be carried out by the OUR on the ability of the firm to properly execute the project.

This is interesting given the stridency with  the Minister expressed his desire to issue a license to begin work because ” this process has dragged on now for far too long and we need to begin the process now”

Now the due diligence report is a state secret and the EMC cannot divulge to the public what it’s concerns are, but I am not sworn to any secrecy and will express my own vies on what I believe would have been found in the due diligence. See my next report.
