Should national policies be announced at party conferences, where do you draw the line?

When the leader of the  political party in power  address it’s annual conference is he/she doing so in the capacity of party leader or Prime Minister ?

If the annual conference is for party officials and it’s supporter to address party issues and supporters of that party , should that be the right forum to announce policies and or programs that are for national development ?

Should parliament not be the right forum for these types of announcements, since this is where the nations and not party business are supposed to be addressed.

In the former ie party conference the person is acting in the capacity of party leader, while in the later, it would be as Prime Minister .

  2. This is from the news, as I did not tune into the conference at all, cannot deal with the BS that gets splattered all over the people at party conferences .

    Hard to waste precious moments of my life.
