Peter Phillips is correct in this statement, but this is not what the PNP said via its 2011 Manifesto, it said the following
6. Create meaningful jobs using existing resources available to the Government, beginning with the Jamaica Emergency Employment Programme (JEEP).

This only happens when people do not THINK!!!! A lot of persons really believed that JEEP would’ve given them a lifeline and is only now finding out they were badly mistaken.
The state cannot provide sustainable jobs beyond its required capacity. Any attempt to do so will inflate the wages bill so high the country will collapse.
I have to give it to the PNP though. They fooled the people with JEEP because the people wanted jobs and was not prepared to hear the criticisms of this plan.
PNP 3 card man/woman trick the largely semi-literate electorates again and now the people are getting angry here comes Portia Simpson.

Everyone in the pnp is on a frolic of his own. The pnp is a statist party which believes in creating jobs via jeep and jep. Portia is not a leader, therefore there is no unifying view on anything. Ronnie bashed the teachers and Portia stood by them.
