  2. I used to listen to Motty Perkins intensively, let me tell you something Jay, the pnp is more corrupt than you think, but if you are not a thinker you won’t know this. For example, Marjorie Taylor a woman who smuggled ganja into prison is currently an advisor to the Health Minister. Majorie Taylor stint as the ambassador for children, was also awful

    Junor defends Ambassador’s Taylor role

    MINISTER OF Health, John Junor has sought to define and defend the role of Special Envoy for Children, Ambassador Marjorie Taylor, following developments in the child services field.

    Ms. Taylor’s role of the Ambassador has been called into question in recent times, and again last Wednesday by reporters who wanted to know her role and whether it would be necessary once the Government establishes the post for a Child Advocate, who appears to have similar duties.

    “The issue of the Ambassador’s role and the question of a child’s advocate. It is two levels,” Minister Junor said.

    He said that Ambassador Taylor is responsible for international issues and events which affect children, including conventions.

    “(There are) a whole host of issues which are international in nature and will need attention. The extent that the Ambassador may take charge of that role is something that we are in fact advocating and working on,” Mr. Junor said, during the press briefing at the Ministry’s King Street offices in downtown, Kingston.

    “The Ambassador answers with respect to children’s matters to me in relation to the functions that are international and she liaises with the Ministry of Foreign Affairs,” he added.

    Mr. Junor said Wednesday that Government is to establish a post for an advocate for children. The role is contained in the Child Care and Protection Bill, which Mr. Junor said should be before Cabinet in two weeks and tabled before Parliament before it recesses in August.

    At The Gleaner’s Editor’s Forum, held Friday at The Gleaner’s North Street offices, head of the Child Development Agency (CDA), Alison Anderson, said she saw no conflict between Ambassador Taylor’s role and that of the Child Advocate. She later admitted that she was more aware of the duties of the advocate whereas the Ambassador’s job was not on organisational charts and appeared to be a “political appointment.”

    Media reports state that Ambassador Taylor earns more than $1.8 million per year, that she received allowances totalling $450,000 payable up to October 31, 2002 and $320,048 yearly for travelling allowance.

    “She will continue to work with the Minister of Health, I suppose and he needs to define her role. The Minister will presumably chart a role or the Prime Minister or whomever appointed her,” Ms. Anderson said.

    The CDA chief executive said it was up to officials responsible for appointing both persons to work out their duties.

    Mr. Junor said Wednesday that the Child Advocate’s duties include an understanding of the rights of children, an awareness of the importance of those rights and the respect among children for the rights of others and an awareness of the matters relating to the best interest of the children.

    “The advocate shall keep under review the adequacy and effectiveness of the law and practice relating to the rights and welfare of children, of services provided for children by relevant authority,” he said.

    The advocate will also be asked to advise the Health Minister, Parliament and other relevant authorities on matters concerning the rights and best interest of the children as requested and as he or she deems appropriate.

    Despite requests, The Gleaner could not get a written copy of the terms of reference for Ambassador Taylor’s post, but Gleaner archives indicate that as special envoy for children, Ms. Taylor was to speak on issues as they affect children, whether on local and international platforms. She was asked to interface with agencies such as the Jamaica Coalition for the Rights of the Child, the National Children’s Home, and the juvenile departments of the Correctional Services.

    She also has the responsibility of representing the rights of Jamaican children and was asked to pay close attention to the country’s street children, child abuse, child labour and other critical factors in child rearing, care-giving and development.

    She was hospitalised recently with a mild stroke which, Mr. Junor said, prevented her from attending last Wednesday’s press conference to respond to criticisms and recommendations contained in a review into the operations of local children’s homes and places of safety.

  3. Jamaicans for the most part are inherently corrupt.
    PNP is a party that embraces and support corruption, even our former PM resigned due to corrupt acts and later became the longest serving Prime Minister in Jamaica’s history.

    That alone speaks for itself .

    Its therefore not surprising that the PNP will continue to win elections as it supports aids corruption and far too many Jamaicans love corruption.
