British PM cuts short trip to Paris due to a murder in London

I often wonder why in other countries those leaders and its people appear to value life more than in Jamaica. Earlier today a British National said to be a soldier was hacked to death on the busy london streets in full view of the public.

The reaction of the British PM, was immediate  he cut short his trip to Paris and returned to Britain to address the shocked British population. Is it that they value life of their people more than Jamaicans leaders show for their own people  and if so why ?
